1. I AM RAISING MATTER AND EXPRESSING CONCERN IN ACCORD-
ANCE STATE REFTEL.

2. HOWEVER, I WOULD POINT OUT THAT SYRIAN SHELLING OF
KIBBUTZIM AND SETTLEMENTS IN ISRAEL BELOW THE SYRIAN
HEIGHTS HAS BEEN CONTINUOUS AND INCESSANT UP TO PRESENT
TIME WITH ENORMOUS MATERIAL DAMAGE, SOME KIBBUTZIM, ETC.
HAVE BEEN COMPLETELY LEVELED ABOVE GROUND, AND WITH
CONTINUOUS THREAT TO POPULATIONS ALTHOUGH LATTER WELL DUG
IN IN SHELTERS AFTER 19 YEARS UNDER SYRIAN GUNS. IN ADDI-
TION, SYRIANS HAVE MADE NO REPEAT NO REPLY TO CALL FOR
CEASE FIRE.

3. IN CIRCUMSTANCES I WOULD NOT REPEAT NOT BE SURPRISED
IF REPORTED ISRAELI ATTACK DOES TAKE PLACE OR HAS ALREADY
DONE SO.
